Just a few observations about this issue..
- The "Show Info" tool never takes any skills or bonuses into account for drones, it just shows you the base stats.
- Based on the speeds you indicate, it sounds like you were using Infiltrator II drones, as they are the only drones with a base orbit speed of 450m/s
- No level of drone navigation would bring a drone from 450 to 720 m/s, with your skills it would be 540 m/s
- Acolyte IIs are the only drones with a listed speed of 720m/s
Considering that the only 2 drones with the speeds you mentioned are the light and medium versions of amarr drones, do you think it's possible you just got your drones a bit confused and launched the wrong ones? That would also explain the dramatic (!) dps decrease you noticed which was usually not an issue when this bug was present.
The "orbit speed affected by drone nav" bug really was a bit overblown by a few people who didn't take the time to really test it out and come up with actual numbers. No drones that were attacking appropriate sized targets were ever noticeably affected by the issue, and more often than not oversized drones would benefit more from the increased speed as it allowed them to keep up (and in their optimals) with the small fast NPC frigates. It was only when the pilot did something stupid such as webbing a frigate with heavy drones on it that the drones would go into an orbit and do little damage.
The drone sharpshooting skill also never did anything to drone's orbit range, it modifies their turret's optimal range. Drone's orbit range is a fixed hidden variable (viewable in evemon or other databases), which ultimately doesn't matter because unless you web them, all drones orbit outside of their intended range due to their agility. Ironically, increasing drone navigation was the only way to actually make your drones orbit further - by flying faster. Unfortunately the increased speed still decreased your tracking more than the range increased it.
Just two final tips:
When you see crazy **** like this happen, screenshot it as a general rule. If you really were drunk, it will help save your sanity the next day. If it really was a bug, a screen shot can always help fill in the details of a bug report (what char, what ship, what system, what drones, etc).
Second, Gallente drones are usually the better choice for fighting Amarr type rats. Thermal is the second weakest resist so it takes 10-20% less damage than EM, but since thermal drones do about 40% more base DPS than EM drones, you're usually better off with them.
